Politikprofessoren erforschen LegitimitätrnFrank Nullmeier und Rainer Schmalz-Bruns bis März 2012 am Kolleg

Das Forschungskolleg Humanwissenschaften begrüßt zwei renommierte Professoren für Politikwissenschaft, die in diesem Wintersemester als Fellows in Bad Homburg arbeiten. Frank Nullmeier kommt von der Universität Bremen, Rainer Schmalz-Bruns von der Leibniz Universität Hannover. Sie bleiben jeweils bis März 2012. Während Nullmeier einer Einladung der Forschergruppe »Justitia Amplificata. Rethinking Justice − Applied and Global« folgt, die an der Goethe-Universität von der Deutschen Forschungsgemeinschaft gefördert wird, ist Schmalz-Bruns Gastwissenschaftler des Frankfurter Exzellenzclusters »Die Herausbildung normativer Ordnungen«, der ebenfalls an der Goethe-Universität angesiedelt ist.

Beide Wissenschaftler befassen sich während ihres Aufenthalts am Kolleg mit Aspekten von Legitimität in einer Zeit, in der das Konzept des klassischen Nationalstaats immer mehr an Bedeutung verliert. Frank Nullmeier widmet sich dem Thema »Legitimität und soziale Gerechtigkeit. Politische und ökonomische Ordnungen bewerten«. Ausgangspunkt seiner Überlegungen ist die Beobachtung, dass aktuell keine in sich stimmige Legitimationskonzeption existiert für das Gesamtgefüge aus politischen Ordnungen, wozu auch Nationalstaaten und internationale Institutionen zählen, auf der einen Seite und ökonomischen Ordnungen auf der anderen Seite. Rainer Schmalz-Bruns wiederum geht unter dem Titel »Jenseits demokratischer Legitimität?« auch der Frage nach, inwiefern ein Staat demokratische Legitimität für sich beanspruchen kann, wenn der Kreis der von Gesetzgebung Betroffenen größer ist als die Anzahl derjenigen, die diese Gesetzgebung formell autorisieren. Dies ist beispielsweise dann der Fall, wenn dauerhaft in einem Land lebende Ausländer dort kein Wahlrecht haben.
